Do I need a building permit?
Usually the answer is 'yes'. All construction, interior and exterior, will need a permit except for interior remodeling of a residence. If the residence remodeling includes a new bathroom or kitchen, you will need a plumbing permit; additional electrical work will also need an electrical permit. Shingling in a residential district does not require a permit. However, shingling with underlayment replacement will require a permit.
I am building a fence. Do I need a permit?
Yes. All fencing requires a permit. However, there is no fee for the permit. The City needs verification that the location and height of the fence complies with zoning regulations. A sketch drawing of the location of the fence and the height and type of fence are required on the permit application. Please submit the application prior to constructing any fence.
How do I know where my property line is?
It is the responsibility of the property owner to determine the location of their lot lines. An abstract will give you the dimension of a property; however, locating the property pins located at the corners of your lot will help you determine the boundaries. If you cannot find your property pins, you may consider hiring a licensed land surveyor to survey your property. The City does not have a survey crew to survey private property. The on-line County GIS Mapping System shows the approximate location of property lines.
Do I need a sign permit?
All signs that can be read from off the property need a sign permit. Signs in the Revitalization District [the eight (8) blocks surrounding Central Park] must be reviewed and approved by the Community Development Committee before a sign permit can be issued. Do not make a sign before the design, size and location are approved. Sign regulations can be found in the Zoning Chapter of the City Code.
What is zoning?
Zoning is a set of policy regulations adopted by the City Council to regulate the use of land within the city. The location, size and height of buildings and signs, size of lots, yards, and other open spaces are all regulated by zoning. Zoning regulates how you can use your property and what you can build on it. The basis of zoning is intended to protect the health, safety, and general welfare of the community and its residents.
How close to a property line am I allowed to build a garage, house, fence, etc.?
Setback requirements vary depending upon the zoning classification of a property, the layout of the lot, and the location of the proposed structure. Please contact the Building and Zoning Department to discuss the property and the zoning requirements.
Who is responsible for maintaining the area between the property line and the street?
It is the adjacent property owner's responsibility to mow and maintain the area between the property line and the street paving (right-of-way). Plant material is not to obstruct the sidewalk; grass and leaves are not to be mowed or blown into the city street.
